Title VI

Title VI of the Civil Rights Act of 1964 provides that no person shall on the grounds of race, color, national origin, sex, sexual orientation, age, or disability be excluded from participation in, be denied the benefits of, or be subjected to discrimination in any operation of the SCTA.

Title VI Complaint Procedure 

Federal law prohibits discrimination on the basis of race, color, national origin, sex, sexual orientation, age, or disability in any SCTA program or activity. This prohibition applies to the SCTA, its contractors, consultants, and anyone else who acts on behalf of the SCTA. 

Any person who believes they have experienced discrimination based on race, color, national origin, sex, sexual orientation, age, or disability by the SCTA may file a Title VI complaint. The following procedures outline the process for filing and investigating such complaints. 

The SCTA Title VI Coordinator will process complaints received no more than 180 days after the alleged incident. The Title VI Coordinator will process complaints that are complete, and include the complaint’s contact information, details of the alleged discrimination, and the complainant’s signature. 

How to Submit a Complaint

Three (3) submission options

  1. Complete the SCTA Title VI Complaint Form and mail the form to:

  1. Complete the SCTA Title VI Complaint Form and email the SCTA Title VI Coordinator at info@scta.ca.gov, subject line: Title VI Complaint.
  2. Call SCTA Title VI Coordinator at (707) 565- 6420 who will document your complaint.

Provide the following in your written or verbal account of the alleged discrimination

  1. Description of the incident
  2. Names of individuals involved
  3. Location, date, and time of the incident
  4. Contact information of any witnesses
  5. Any supporting documentation

File your complaint within 180 calendar days of the alleged discriminatory incident. SCTA will confirm receipt of your complaint within 5 business days. The investigation will be completed within 60 days. You will receive a written response with the investigation findings.

Complaint Processing and Investigation

The SCTA Title VI Coordinator will follow these steps when handling complaints:

  • Review and log the complaint within 10 business days of receipt.
  • Conduct a thorough investigation of the allegations, which may include:
    • Interviewing all parties involved
    • Collecting relevant documents and evidence
    • Consulting with appropriate staff and legal counsel
  • Work to achieve prompt and equitable resolution of valid complaints.
  • Provide written notification to the complainant regarding:
    • The investigation findings
    • Any corrective actions taken
    • Appeal rights and procedures, if applicable
  • Maintain comprehensive documentation of:
    • All complaints received
    • Investigation processes and findings
    • Resolution outcomes
    • Corrective actions implemented
