The Sonoma County Vehicle Miles Traveled Mitigation and Reduction Calculator was developed by SCTA and Sonoma County jurisdictions in order to assist member agencies in their efforts to comply with the requirements of SB 743. It can be used to evaluate the effectiveness of mitigation measures on the transportation effects of land use projects under the California Environmental Quality Act (CEQA). The tool is an Excel workbook that was modeled after the San Diego Association of Governments (SANDAG) VMT Reduction Calculator Tool and the Alameda County VMT Reduction Calculator Tool. The Sonoma County tool incorporates data from the Sonoma County Travel Demand Model and is customized to represent local conditions.
The Sonoma County VMT Mitigation and Reduction Calculator and accompanying documentation and files are provided as a resource for evaluating and quantifying the effectiveness of mobility management and other VMT reduction strategies as part of the development review and transportation analysis process under CEQA. The tool should be used with discretion and professional judgement will be required to analyze and interpret the results provided by the tool. SCTA does not require member agencies to use the calculator to analyze the effects of their proposed land use projects on the transportation network. Any information provided by tool should be used at the user’s discretion and risk and neither SCTA, nor its employees, contractors and consultants will be liable for any loses or damages resulting from the use of this tool or the data or information extracted from it.
